Delhi High Court Grants Furlough to Life Convict Citing Good Jail Conduct, Overrules Prison Authorities’ Denial

The Delhi High Court, in its judgment dated April 8, 2025, directed the release of Rahul alias Puneet Phillips, a life convict, on a three-week furlough, overturning the prison authorities’ rejection order. Justice Swarana Kanta Sharma noted the petitioner’s clean jail conduct for three years, his acquittal in 8 out of 10 cases linked to prior parole violations, and timely surrender in past releases. The court emphasized the rehabilitative purpose of furlough under Delhi Prison Rules, 2018, highlighting its role in maintaining familial ties and mental well-being. The petitioner must comply with conditions like weekly police reporting and residing in Delhi NCR.
