Delhi High Court Upholds Arbitral Award of ₹23.09 Lakhs in Favor of Contractor Against UOI

The Delhi High Court, in its judgment dated April 8, 2025, dismissed a petition filed by the Union of India (UOI) challenging an arbitral award of ₹23,09,504 in favor of Jasbir Singh, proprietor of M/s Kalsi Engineers. The dispute arose from delays in a 2005 electrical work contract at Faridabad’s Regional Labour Institute, where the arbitrator attributed the prolonged project timeline to UOI’s failures, including non-availability of the work site and delayed approvals. Justice Prateek Jalan upheld the award, citing sufficient evidence for claims like escalated labor costs, overheads, and idle labor expenses. The court rejected UOI’s plea for reappraisal of evidence, emphasizing limited scope under Section 34 of the Arbitration Act.
